SPARTACUS
SPARTACUS (1998)
SPARTACUS (System for Planning And Research in Towns And Cities for Urban Sustainability) is a two-year research project within the Environment and Climate research programme of the European Union. It is financed by the Directorate-General for Science, Research and Development (DG XII) of the European Commission and by national authorities. The consortium consists of consultants and researchers in Finland, the UK, Italy, Spain and Germany. The project started in April 1996 and will be completed by the end of May 1998.
Specific Objectives of the SPARTACUS Project
- To design and specify a system for analysing the interactions between land use, transport, economy, the environment and social factors and forecasting these into the future.
- To consider European initiatives and national guidance on urban sustainability and to identify a set of key policy actions which can be translated into development strategies and tested in the pilot city applications.
- To build strategies for urban sustainability using combinations of land use, transport and environmental policy instruments (regulation, pricing and investment).
- To simulate and assess the long term effects of introducing these policy actions in each of the selected pilot cities and to compare and explain any differences in results.
- To specify such common sets of policy actions that are economically, environmentally and socially sound and viable and that could be used successfully in different types of cities within the Union with similar sustainability problems.
- To give general recommendations and to disseminate the results in an effective way.
